Bug description:

  version ubuntu: 20160629
  version device: 20160617-82a5c0d

  Precondition:
  New flashed phone.

  Steps:
1.Boot the phone and the phone boots ,then the UI enters
  wizard interface.
2.Following the wizard and enter any China city name ,such as
"Beijing","Shenzhen" to setup the timezone, and then complete the wizard.
3.Swipe down from the notification bar and select "Time&Date".Check the
location.

  Actual result:
The location is "Shanghai" in "Time&Date" option.
  Expected result:
I think it should be the city name what you set in the wizard, instead of
always displaying "Shanghai"

  Notes:
If you select any foreign city in the wizard, such as "New York" ,the issue is
not reproduced.
And the issue is not reproduced in other device, such as Arale,Krillin.
