Ensure that you have the LOTW flag set, but the LOTW date needs to be blank
in order to export data to the adif file.  The date field will be set after
being prompted and choosing to keep the LOTW flag set after the export.  I
had to figure this out as well.  73,

F8 works for me before I Export to LOTW.  I label my QSOs from work club
with a different group number.  Then I F8 to only that group number and
export to LoTW so when I use TSL I select the right location.  It does ask
to use filter which I say yes.  Then I clear the filter and upload the rest
as my home location for TQSL home location.

Out of time tonight to test with one QSO.  I would assume the one QSO has
LOTW Upload flag set to Y.

Export to LoTW works perfectly fine in DX4WIN 9.0x.

This is what I do:

1.  In Preferences, on the QSO tab, in the Label/Upl flag box, make
sure that LoTW is checked.

2.  Import all my QSOs from WSJT-X into DX4WIN using File | Import.  I
ignore duplicate QSOs.  This means I'm importing only the new QSOs.

3.  After #1, LoTW | Export to LoTW.  This does three things:

a)  creates an ADIF file from all the QSOs that have the LoTW flag
checked in the QSO window.
   This is the ADIF file that you will sign and upload to LoTW
using the Trusted  QSL software.

b)  sets the Upload Date so these QSOs will not get exported to LoTW again

c)  optionally changes the LoTW flag from Y to N (I always do this)

4.  Save your log, because step #3 above will make changes to it!

Because I use both Club Log and LoTW, I have Club Log set up to upload
my QSOs from Club Log to ARRL LoTW.  This saves me from having to
upload the ADIF file twice.  And I don't need to use the Trusted QSL
software either.  See:

I send to LoTW on a regular basis, so after each test, I do not need to
additionally select Set to LoTW upload flag, therefore the faster OPTION2

Logbook of the World.  All it does is create an .ADIF file on your computer.
 
That .ADIF file must then be authenticated using the TQSL program with your

So, if you are fortunate enough to still have those .ADIF files in your

You don't have a "problem", you are just not going far enough in the process.  
The DX4WIN "Export to LOTW" does not actually export the file to Logbook of the
