This is some sort of arizona resident restriction. I guess they think we cannot handle too much money at one time. I do not know about other states, but you could play around with this and see. I think this only applies to transfers paid for with a credit or debit card, though I may be wrong. And I did not know you were talking about Western Union to begin with - I thought you were talking about wire transfers.
