The issue is fixed inside the git repository and will be rolled out with the
next EB release

I think the easiest is to manually download the source and place in the
directory you EB installation places it’s sources. Once I have done this, I
had no further issues when building foss 2016.09.

I can download the gcc tarball without problems from the site
