Global solar radiation can be found here. I think they are monthly
grids. Scroll down and look carefully and you will see it.

I don't think you'll have much luck finding radiation data at those spatial and 
temporal resolutions.

For observed data, the best resolution that I know of is 32km and only for 
North America (http://dss.ucar.edu/pub/narr/). The spatial resolutions of most 
historical global datasets are measured in degrees, not kilometers. The 
National Renewable Energy Lab (NREL) probably has some pretty good data, but I 
don't believe they have those freely available.
