I's been suggested to me by someone not on this reflector (shame), that the
power control should perhaps be logarithmic - running in dB.
That sounds like a good idea.

I'd make it go in 0.1W increments to 1W, 1W increments to 10W, then 5W
incremments to 100W. That's about 40 steps. I don't know how many turns of
the control that would need.
