Paul,

With 2.4 to 4W out on your KX1 it sounds like you are running the KX1 on 
13.8v.  Rather than adjusting the power out pot, which has a limited 
lifetime according to the manual, try running the KX1 on internal 
Lithium batteries (the Energizer ones that Elecraft recommends) and the 
drive should be just right for the amplifier.


Also, for portable use, I don't uset the straight-fed wire antenna that 
the manual suggests for the barefoot rig, but instead a vertical a few 
feet away, or a doublet fed with twinlead.


The T1 tuner is OK for 35W with it for CW but I wouldn't run a contest 
with it.

That may be TOO much drive for the HF PAcker!  I drive one on 160-20 meters
with a K1 and it takes about 1.5-2.0 watts to make the HF Packer deliver 35 
watts out.
If you can't control the power output of the KX1, then you may have to change 
the
values of the attenuator network in the input path of the HF Packer on the RF 
board
therein.
I have had fantastic results from my HF Packer.  Only complaint is it needs
a bit of modification of the hang time.  Needs to be much shorter!
OK for SSB but no good for CW contest/net activity.  Ok for casual QSO's.
Hang time once keyed is much too long for CW.
