sorry for the late answer, I just tried to apply your patch but there
are conflicts with the most recent version of org.texi -- would you mind
getting the latest git org-mode.git and replay your changes against it?

I could then apply your patch.

Subject: [PATCH] Documentation on placement options in LaTeX export.

* Placement options can be passed to floating environments
  like 'figure' or 'table' with the '#+ATTR_LaTeX:' line
  during LaTeX export. Added an example to demonstrate that.
