As far as I can tell, the value of ‘:table-line-pos’ is supposed to be
a string.  This seems to work for me:

|  (file+headline Z:/temp/TestCaptTbl.org Heading 1)
|  | # | %t | %^{weight} | | :table-line-pos II-1)))
