To avoid any confusion regarding my earlier reply on this topic I feel it best
I clarify that I did not mean anyone could sign a DoC.  Only someone within
the Australian supplier's organization/company or in some circumstances, the
overseas manufacturer's organization/company may sign a DoC.  
 
What I did mean however was that the Australian regulations requiring
compliance with C-Tick did not require the person to hold any particular
position within the organization however explanatory information concerning
these regulations suggested the person should hold a senior position in the
organization/company.

In terms of a DoC for C-Tick compliance, the regulations do not specify who
must sign however the Information to Supplier type guides advise it should
be a senior person in the company or organization.  In reality, suppliers of
C-Tick products are quite often the importers of the product and have limited,
if any, technical knowledge.  
 
The regulations requiring marking with the C-Tick essentially require the
person who signs the DoC be the person who has satisfied themselves the
product does indeed comply with C-tick requirements (i.e. obtained the
necessary documentation and reviewed it to satisfy themselves the product
complies).
 
My advice is generally similar to John Woodgate's, i.e. the person signing a
DoC with respect to C-Tick compliance should be someone who is not necessarily
very technical but someone who:
-  has satisfied themselves the product complies by personally reviewing the
compliance documentation required by C-tick regulations etc; and
-  who is senior enough to have control over the supply of the product

Good point.

Personally, I liked it when the Vice President of Engineering signed.
He usually had tracked the project development and had visibility of any
EMC/Safety issues that we had come up against.

When I have a General Manager or CEO sign, I usually give them the
opportunity to review the documentation (which they probably don't)
along with a short (page or two) memorandum describing the compliance
status of the product.

There is no requirement for the CE Declaration of Conformity in strict 
legal terms, which is the only type of requirement that would be 
binding.

My advice is that the signatory should be someone technical enough to 
know whether to sign and senior enough to refuse to do so, if necessary.

Cable noise?

Don't forget that all these esoteric materials, especially
the high voltage types, demonstrate a pretty active
triboelectric effect.  I assume the spectrum drops a lot
with the distributed capacitance, don't know how much.

When the cable is first manufactured, it's pretty tight, so
quiet.  

But when the cable ages and loosens up, it can start to
become noisy.  

If you need low noise cable, you may wish to include such
performance in your purchasing spec.

Ian,

You did not mention frequency range, but RG393 is
rated to 5kv (with proper connectors) and 200C. It is
good up to 1 or 2 GHz.

Pasternack also has some special high-voltage C
connectors, part num PE4950, and SHV connectors,
which are rated for high voltages. The normal type N
connectors are not rated for high voltages.

Can anyone recommend a source coaxial cable rated to at least 4kV and
operating temperature of at least 150C?
