[PSES] Spare parts and EMC directive

I'm looking for some guidance regarding spare parts and CE marking / EMC
directive.

Can't find any spare part discussion in latest EMC guideline (2010), but I
find some text in the old 89/336/EC guideline. 

 

Anyone who have seen such an updated guideline for how to handle spare
parts?

[PSES] Ethernet Loading

We have a rather convoluted way to load the ethernet lines to meet EN55022.  
Sec 9.6.3.

I've looked on Google and found a few ping and data copy programmes, but I 
can't find a single program to do it all.

I am hoping someone has found a simple program to make loading the port easy 
and getting the 10% traffic.

Hi Julian,

EN55032 notes in table B.3 that the 10% utilisation is specifically for 
10Base-T Ethernet traffic which is electrically mostly inactive when not 
transmitting data.

100Base-T and 1000Base-T both use scrambled_idle packets to maintain a 0V DC 
bias of the AC coupled Ethernet bus meaning they are constantly active. This is 
good enough for testing the emissions caused by the PHY/connector/cable part of 
a design but probably not the MAC and upstream (i.e. the bit that generates and 
handles the data).

So perhaps this only need be a concern if you are testing 10Base-T specifically.

Anyway that wasn't what you asked. If using Linux you could investigate using 
iperf to generate traffic and tc to throttle the traffic to a manageable level. 
Being Linux commands they are free and generally well documented.

Also, if anyone has a copy of the report referenced in 55022 / 55032 for this 
clause I'd be interested in having a look.

Amund,

I think the key to the spare parts issue for the EMC directive is in the 
definition of apparatus. Flowchart 2 in the guidance document does a good job 
of helping with classification of items as apparatus or not. The answer depends 
partially on what *you* mean by spare part, and particularly who is intended to 
do the replacing.

The Blue Guide (circa 2000) says:
Products which have been repaired (for example following a defect), without 
changing the original performance, purpose or type, are not to be considered as 
new products according to New Approach directives. Thus, such products need not 
undergo conformity assessment, whether or not the original product was placed 
on the market before or after the directive entered into force. This applies 
even if the product has been temporarily exported to a third county for the 
repair operations. Such operations are often carried out by replacing a 
defective or worn item by a spare part, which either is identical, or at least 
similar, to the original spare part (for example modifications may have taken 
place due to technical progress, or discontinued production of the old part). 
Thus, maintenance operations are basically excluded from the scope of the 
directives. However, at the design stage of the product the intended use and 
maintenance must be taken into account (23).

The EMC Working Party issued a guidance document regarding aftermarket parts 
and spare parts in relation to the EMC and EMC Vehicle Directives. This 
document gives a clearer statement on the applicability of 2004/108/EC to spare 
parts. The document is written in regards to automotive parts, but it gives a 
better idea of how the EMC Directive should be interpreted.

I realized that this does not directly answer the question since it is 
automotive related. I am only offering it as evidence that the current 
interpretations regarding spare parts continue to be similar to the previous

Either of the two previous suggestions (pingspray and iperf) should provide 
most of what is needed. Both are written in C. Note that iperf can directly be 
used from command line, but also can be used as a library; so a solution to any 
special requirements can be had on the machine with gcc. Have seen iperf go 
crazy in daemon mode, so be careful with how it is used. And have seen some 
pre-compiled versions of iperf for windoze, but not certain if this will work 
well for client-side install. There are also Python versions, but have not used 
because am dubious of timing accuracy for the global lock.

If ya wanna do some real noisy stuff, there is netperf.

Related to my original question, we normally keep the critical components list 
in the technical file.   Looking at the 2006/42/EC New Machinery Directive 
Annex VII requirements for the technical file I don't see anything see anything 
that specifically refers to a critical components list.  So I'm wonder where 
the interpretation of that requirement comes from and the details normally 
provided in the list.  

There is a reference  calculation notes, test results, certificates, etc., 
required to check the conformity of the machinery with the essential health and 
safety requirements  
and 
 any technical report giving the results of the tests carried out either by 
the manufacturer or by a body chosen by the manufacturer or his authorised 
representative,.

Are the critical components lists including the manufacturer, their part 
number, applicable standards and NRTL markings that we normally include in the 
file for each component being used to fulfill the requirements for the above 
for purchased critical components?  Or is it just customary to include this 
information in a critical components list and include the list in the technical 
file?

There are no standard definitions for critical components.  However, do a 
Google search for critical components list and you will find a number of 
examples and opinions as to a definition of critical components.  For example,

I prefer to think of a critical component as a safeguard.  A safeguard is a 
component, part, or assembly that provides protection against one or more 
hazardous energy sources.  Basic insulation, supplementary insulation, and 
reinforced insulation are safeguards against electric shock.

Failure of a safeguard can lead to an injury, or calls into play a 
supplementary safeguard such as supplementary insulation or grounding.

The enclosure may be a supplementary safeguard against electric shock or 
against spread of fire or against both.

The point is, you must know the safety function of the component, part, or 
assembly before you can identify it as a safeguard or critical component.

In practice, however, a critical component is any component the certification 
engineer says is a critical component.

Just want to add a comment .

 

Let's say that an apparatus is not in production anymore. The spare part
could be the apparatus main board. If is identical with the original main
board, we should expect that the EMC performance of the apparatus is still
unchanged after the spare part has been installed.

 

But what if the EMC requirements have been changed (more severe) since the
apparatus originally was EMC tested. It's not possible to re-test the
apparatus because it's not in production anymore and it's impossible to test
the main board as a standalone unit.

 

I assume you have to make an evaluation that deals with the consequence of
new EMC requirements and thereafter let a Notified Body make an opinion.
Such an evaluation should only include the spare part. The apparatus itself
is already on the marked and new EMC requirements do not have any impact on
it. But, maybe the evaluation is an easier task if it includes the complete
apparatus.

Does it sound as a reasonable route to follow?

The EMC Working Party issued a guidance document regarding aftermarket parts
and spare parts in relation to the EMC and EMC Vehicle Directives. This
document gives a clearer statement on the applicability of 2004/108/EC to
spare parts. The document is written in regards to automotive parts, but it
gives a better idea of how the EMC Directive should be interpreted.

I realized that this does not directly answer the question since it is
automotive related. I am only offering it as evidence that the current
interpretations regarding spare parts continue to be similar to the previous
interpretations.

A strange omission. However, at the practical level, if you are supplying
spare parts, make that clear on the invoice:
