I have to buy a whole bunch of standards, mostly EN but also a few IEC
standards. I'm familiar with BSI and IHS Global, what are the other sources
of these standards? and which sources have the lowest prices? I'll check out
any responses I receive and will post a summary list with a rating for cost.
I'm sure that more people than just I would be interested in knowing where
they can get the most bang for their buck.

Some more questions on the EE standards:

 

The site gives ample information about a single user license but none on
your suggested two user license:

So some questions remain:

 

-  Are these fonts they searchable ?

-  Can they be opened in other (faster) viewers  and less
invasive readers such as Foxit reader ?

-  Does the multi-user version  need to be placed on a server ? 

-  Is there a special version of the fileopen software?

-  Any internet connection used for use, print of view ? And if
so what happens if the internet connection is offline ?

-  Backup problems ?

-  Cut & paste possible (copy a setup diagram for example, or
the scope ?)

multi-user license from Estonia.  Single user license is locked to one
PC and printing is limited.  I always buy multi (2) user licenses for
each standard for only a few Euros more which allows the PDFs to sit on
a server and no printing restrictions.

It depends on what one is looking for in standards and if you need 
single/multiuser license. Sources include techstreet.com, document-center.com, 
and ANSI standards store. 

There's a subscription option with Techstreet that gives you access to a block 
of standards - IEC or EN, IEEE for instance. 

The Estonia standards body is known to offer single-user piecemeal pricing on 
IEC type standards  at fairly low cost. I'll be curious to see the summary list 
you compile.
