No, not experience in RA, experience and knowledge about the product. The RA is 
all about presenting "what if" scenarios to product experts and the experts 
then work to lower the risk through design, safeguards, and information.

I don’t have experience in RA, so I guess I can’t do it.  I guess I have to 
hire someone who has RA experience.

This is very much like the certification house manager who told me that product 
safety is an art that takes many years (and products) of experience to master.  
As a product manufacturer (compared to a certification house), my experience is 
limited and I would not likely master the art.

Looks like a lot like ISO 12100 to me. Part 2.5 and table 9 simply list energy 
types that must be evaluated by a BOGSAT to ensure they are properly contained 
to prevent safety hazards to humans.

You can quantify (analyze) effects, such as current flow through the body, but 
Risk Assessment is a qualitative (estimate based on experience) venture.

Based on your question, your best bet would be to read ISO 12100

Having sat on numerous standards committees, many of the requirements come from 
BOGSAT (Bunch Of Guys Sitting Around Talking), not from science.  I am 
interested in the academic (or scientific) background for RA rather than the 
standards that tell how to do it.

Sorry but I can't provide such a bibliography as I never had the time to look, 
but there are masses of documents "out there" if you want to look yourself - 
and probably many from academics at the various institutions that specialise in 
safety and risk assessment (e.g. Tim Kelly at York University in the UK comes 
to mind as he has produced many papers on various aspects of "theoretical 
studies" of safety, and then there is the Journal of the UK Safety and 
Reliability Society [SaRS] which I get regularly - and I am sure there are lots 
of other similar sources of info around the World)
