The proper directive reference remains 2011/65/EU. If you look at the
current version of that directive, it incorporates all of the modification,
so there is no need to separately reference the amending documents.

I have the last 10+ years made reference to ROHS directive 2011/65/EU in the
DoC. 

Now, I have been told to switch to 2015/863/EU? Is that correct? 

 

>From what I see on the EU web site, 2015/863 is a Commission Delegated
Directive, amending Annex II to Directive 2011/65/EU

As I understand, 2011/65/EU is still in charge, and is the directive to be
listed in the DoC.

thanks for the feedback.  The Techstreet URL points me to the IEEE/SA
(standards association).

It looks so similar to my normal IEEE account, that I thought I was a
subscriber to SA, but I can't say I'm 100% confident in that.  Often, things
that say they're available at the SA website don't seem to work with my IEEE
membership.  For instance, I just asked them about ANSI C63.4, which is
supposed to be free. 

 

I guess I'll try again to IEEE/SA  and set up a new, different account.

The government has introduced the legislation to make it happen. The government 
has a majority in parliament therefore passage of the legislation  is as 
certain as anything can be in politics. As it is right now, CE marking (and 
alternatively UKCA marking) is recognized in the UK, so as long as the 
legislation passes prior to Dec 31st, it will simply be a continuation of the 
current status.

As Joe indicates, higher than normal voltages can exist on long loops. Even
in Canada voltage could go up to -105Vdc on a very long loop.

Hi Marko:

It is important to understand that over time, a variety of different central
offices were installed in various countries, and these sometime used
different battery voltages.  The entries in Table 1.5.1 in ETS 300 001
represent what each country reported having in service at the time the
document was written.  While the majority of the central offices in a given
country may have been 48 VDC, if there were a few that used 60 VDC, this was
reported and was incorporated into ETS 300 001.  

Some countries (and I believe Norway is an example) have made an effort to
phase out 60 VDC batteries in favor of 48 VDC.  However, as far as I know,
Germany and Austria continue to use 60 VDC.

Also note that what might be called the standard battery voltage in a
given country is always between 48 VDC and 60 VDC.  This is the range of
battery voltages used on normal analog lines.  For unusually long lines,
however, some countries occasionally resort to using a double battery that
can reach values over 100 VDC.  These situations are not typical and the
high battery voltages are used only on very long lines with a lot of DC
resistance.  The entry of 89 - 104 VDC for France is an example of this.

Table 1.5.2 ( test values for feeding conditions) may be a better source for
determining what each country had in mind at the time the document was
written.  These are the actual values to be used for the prescribed tests.
Note that the double-battery for France does not appear.

At the outset of this thread I neglected to ask you why you are looking for
this information.  Are you interested in compatibility issues, safety
issues, or something else?  In terms of compatibility the higher voltages
typically don't represent a problem for most equipment, since the higher
voltages are usually coupled with higher source resistance in the feed
circuit, so that the short-circuit feed current remains below 100 mA in most
cases.  For safety compliance, I believe that all of the standard battery
voltages now used in Europe qualify for classification as TNV-3.

Thanks! I was not aware of ETS 300 001. Since this standard is available
free of charge (thanks ETSI), I could quickly review. 

It appears that you are getting information from Table 1.5.1, Column Vf,
with any maximum level that equals 60V. If that is not correct, please let
me know.

The values for France (89 - 104V), Greece (44 - 66V), Netherlands (42 -
66V), and Poland (60 ± 6V) give me pause for concern. It appears to indicate
that 66V (and 104V !! for France) is a nominal input voltage. I wonder about
the validity of the information in this table.

I'm not sure what present practices are for recent installations, but
historically two of the countries that used 60 VDC central office batteries
were Germany and Austria.  

In addition to these two countries, my 1997 copy of ETS 300 001 lists
Bulgaria, Czech Republic, Greece, and Luxembourg as using 60 VDC batteries.

Google has not been helpful. Perhaps someone here has more information than
the Interwebs.

Has anyone seen a list or a description of where Telecom Central Offices
with -60Vdc (nominal) battery plants are located? Anecdotal stories handed
down over the years say that -60Vdc offices are only present in eastern
Europe but I cannot find any documented evidence.

Ideally it would be a table that states the percentage of COs that use
-60Vdc in that country, i.e., Poland xx%, Germany yy%, etc.

ETSI EN 300 132-2 states that these offices are no longer preferred but are
still deployed. Exact wording is below.

Customer has a medical wall-wort power supply that has the typical NRTL
(call them NRTL1) safety mark that you'd expect to see on a power supply
marketed within the USA.  Customer's entire device is located within the
secondary of that wall-wort power supply and includes no connections to
other mains connected devices.  

 

Now another one of the large well-known NRTLs (I'll call them NRTL2) which
is handling the AAMI 60601-1 project for customer's end product is requiring
that 100% dielectric voltage withstand testing be repeated on the power
supplies.  The power supply manufacturer has provided sections of their
NRTL1 File that details the requirement for 100% testing of their supply in
manufacturing as well as the voltage amplitude and duration required.
Still, customer's NRTL2 is demanding that this test be repeated upon 100% of
the power supplies at customer's premises.  It appears that I have no choice
but to agree to repeat the additional testing.  This adds cost to
manufacturing and flies in the face of great efforts on the part of American
manufacturers that try to keep their operations within the USA by maximizing
productivity.  I've worked on many other projects with wall-wort and
external brick power supplies with other NRTLs and this has never been a
requirement.

 

I try to keep an open mind even when I'm disagreed with.  But I think that
this is the first time in my 30ish years of compliance work that I've seen
engineering judgment completely thrown out the window.  I'm interested in
other points of view.

What the EMC Report ought to contain to is the model number, revision and or
latest ECN implemented (if that is available), software revision running on
the product (if relevant) and detailed photos of the product tested. Then if
there is a change in the emissions profile on a future sample, you can do a
comparison. Maintaining the golden sample which was originally tested is
also recommended if that is feasible.

What's critical for product safety isn't always critical for EMC - they are
two compliance domains and 3rd party lab reports treat them as such.



While EMC involves assessment to regulatory limits for emissions (potential
for interference) or immunity to external interference, product safety tends
to address potential for electric shock, fire, and other hazards. EMC
reports document EUT test setups, instrumentation used, etc to assure
repeatability of test data, product safety reports conversely document
critical components, and some EUT test setups.


One other point (for US based folks) - critical components are typically
checked by the certifying agency versus the report during routine field
inspections post-production, though such routine inspections aren't done for
EMC.

There are a number of problems with this request in addition to the 14 year old 
data. The last I reviewed the Korea requirements, though very close to the EN 
requirements, there were differences, and the testing must be done at a lab 
recognized by Korea – some are located in Canada and the US.

Last I heard, Korea is an in country test, or one of a very few external 
approved labs.

Korea aside, how would a 14 yr old EU/CE EMC test report still provide a 
presumption of conformity with the current EMC or RTTE Directives as their 
lists of harmonized standards are regularly revised/updated?

 

Given the EU standards you’re referencing, I assume that the product in 
question is an unintentional radiator (no wireless transmitters). Does safety 
(60950-1, 60950, 950) also apply? What inter-communication features does this 
product have (PSTN, etc.)? As you can see, depending on this product’s 
features, actual compliance time/costs can spiral further than a new EMC test 
report.

 

Regarding Korea, I will have to bow to others more experienced with the new KCC 
requirements.

I have a customer with a EMC test about 14 years old now – and it was done to 
US and EU requirements 55022 55024 etc. They now have a requirement for Korea 
and are insisting that Korean approval can be gained without a Korean 
acceptance of the test – which requires documented evidence that the tests were 
perform at Korean required voltage an frequency.

 

Ignoring the fact that generally no county accepts test reports that old for a 
new approval even if the design has never changed. Can anyone verify that Korea 
will not accept for approval test data that doesn’t clearly indicate the 
appropriate test voltages and frequencies are used – will they accept European 
test voltages.

 

The bottom line is that after 14 years they have a new requirement and want us 
to eat the cost of getting it, somehow assuming we should have known better 
than they that in the far distant future they would have a new market.

The amount of time required and the specific tests that would be involved in
the special inspection, which would typically be for a single product or
system (or a small very small number) would depend greatly on the type of
product it is, and is similar to an electrical inspection - the intent is
the same - to make sure that once power is applied to the product that the
product is safe to operate. If the product has the certification from a
recognized certification body (i.e. CSA, UL, NEMKO, Intertek, etc.) then the
special inspection is not required. It would be required only if the product
to be installed is not previously approved for use in Canada.

 

If you have a specific need in this regard, please give me a call - whether
the product requires certification or special inspection. Once I have the
details, I can tell you if we can assist and if we can't I can point you to
someone who can.

Now it is a little more work than that.  Last one I was involved in we did a
quick and dirty temperature test, dielectric, ground bond and visual
inspection to ensure proper fusing, the power switch breaks line, PE is
green yellow/green, etc.  The inspection takes about 2 hrs then the report
is a short report that goes with it.  This inspection is called a Special
Inspection and it is performed to SPE-1000, we would also include portions
of the product standard for limits and construction requirements.  Not sure
if this is the same as the Hydro inspection but it sounds like it could be.

Hydro - inspections I believe they are called. It's been awhile, but
commercial businesses etc were awfully careful about making certain there
were certifications marks on equipment before they were turned on. I had to
make a few trips into Canada for trade shows on equipment that had complete
the process. The hotel's that trade shows were being held at would not allow
us to even move the equipment to the show floor without the hydro authority
inspections, and paperwork. It wasn't a very detailed inspection, about I
all I can remember is making sure there was a ground connection and that the
power switch was on the hot side of the outlet. It only took about an hour
and I don't really know what the inspector did other than those two tests.
This was many years ago so maybe they've changed except I still see
references to Hydro Authority inspections. Last point the inspection was
provincial only, move the same equipment with the hydro sticker on it to
another province and it required a new inspection.

 

Was all that bad. Lots of slack time and I still wish I could get some
Ontario Smoke meat - it was pretty tasty

Yes, I don't remember what code or regulation this is stated in, but when I
was working at an NRTL occasionally we would have a customer asking how to
get items through customs because it was not approved.  Canada has a Special
Inspection program that is similar to field evaluations in the US and it is
fairly well regulated by the SCC.  There are many manufacturers who ship
products in to the country and get away with it, but occasionally customs
will stop shipments until you can provide evidence of compliance or have a
special inspection performed.

The answer is yes - each province has an electrical code mandated by law and
a set of the certification marks which are recognized within that province.
In additional, Canada Occupational Health and Safety Regulations SOR/86-304,
Clause 8.3 mandates compliance of electrical equipment with the Canadian
Electrical Code. In Canada the number of the electrical equipment safety
standards is C22.2 Part. which refers to the Canadian Electrical Code Part 2
(Part 1 being the equivalent of the NEC in the US).  The specific regulation
/ legislation mandating the marks which are acceptable would vary from
province to province but in effect the same agencies are generally accepted
across all provinces of Canada. Prior to being accepted as a certifying
agency in any province, the organization would have to be accredited either
by SCC or by an equivalent agency deemed acceptable to the provincial
authorities.

The real cost of standards would be considerably higher I suspect if it were 
not for all the volunteers who contribute time and effort into developing the 
standards. The standards that really give me sticker shock are Telcordia who 
charge money for participation on the standard development committees and then 
charge for many of their more popular standards by quoting based upon the 
financial condition and size of the company buying the standard.
 
But I digress - I am very wary of this particular site - we have all heard, no 
doubt, of how unusually cheap DVDs can be purchased from sources reputed to be 
in China who copy the original without regard to copyright. I also notice that 
http://e-standards.org goes to the real ANSI standards store with the prices 
normally expected, whereas the site in question removes the s and claims to 
be ANSI. It seems to me that they are trying to get traffic from people who 
mis-type the real ANSI standards store URL. Has anyone called ANSI to ask?

Reasonable is a subjective word. If I’m comparing standard prices from one 
source or the other the legitimate site is reasonable compared to other 
legitimate sites, but when I compare them to other printed matter including my 
daughter medical texts, math texts, or worse e-books the costs are huge. I can 
even get an actor to read me the book and still magnitudes of order difference. 
So I always suffer sticker shock when I hunting for standards.  



As I understand the price supports the standards activities – which is the 
reason I buy from legitimate sources.

Does anyone have any additional information regarding options or the process

The directives do not apply in Switzerland and therefore the CE marking has
no legal significance.  As far as EMC is concerned, Switzerland has its own
laws including the Law of Electricity 1902, The Law of Telecommunications
1991, the Law of Broadcasting 1991, and Ordinance SR 734, Article 4 of
which
contains EMC provisions.  This was the position when I last checked in
detail a couple of years ago.  I am not aware of any changes, but perhaps
one of the list members from Switzerland could update us if anything has
changed recently, and on other provisions such as safety.

 The three EFTA countries which are parties to the European Economic
 Area
 agreement are Iceland, Norway and Liechtenstein.  They apply the
 directives
 as if they were members of the EU.  Although Switzerland is an EFTA
 member,
 it did not join the others in EEA membership.

I'm incorporating a modem design into a IEC/UL/CSA 60950 compliant product.
Consequently, I need to conform to telco standards for interfacing to a
telephone line.  I'm aware that in the US a modem must pass FCC 68 as well
as FCC 15 part A (commercial) testing.

What standards exist in Canada that we must conform to? Is CS-03 which
contains the minimum technical requirements for the certification of
terminal equipment, terminal systems, network protection devices and
associated connection arrangements the proper national regulation to comply
with?

The Sanmina Product Integrity (PI) group is a Global multi-disciplinary
engineering team responsible for product design robustness, global
regulatory approvals and compliance to customers’ specification.  The
Sanmina PI team currently has an opening for a Senior Electromagnetic
Compatibility (EMC) Engineer.

The PI group works closely with the research and development community and
provides design consultancy, engineering and validation testing throughout
the product development cycle. The candidate is required to work closely
with design teams on several concurrent projects providing advanced EMC
engineering expertise and modeling, to ensure product compliance to both EMC
and Radio requirements.  Involvement could cover all phases of a typical
program development cycle; including architectural influence, EMC budgeting
and simulation, defining market requirements and product validation for
final field release. The candidate will be responsible for organizing the
testing of models/prototypes in a state of the art automated facility, to
confirm compliance. The candidate should also be able to initiate basic
investigations into the cause of EMC radiation, techniques to reduce EM
emissions and improve product immunity performance. The EMC engineer will be
working closely with the product designers/managers to define market
requirements, overall EMC approach and provide identified deficiencies and
recommended fixes. The EMC engineer will also be responsible for advancing
the test capabilities of the PI lab and ensure accreditation requirements on
EMC test cases are acquired and maintained. The EMC engineer may also be
called on to mentor junior staff members.

Qualifications / Experience Required:
-   Degree in Electrical Engineering with 10 years of hardware design
experience in the Telecommunications industry is preferred.
-   Exceptional knowledge of EMC theory
-   Experience with advanced EMC test equipment and modeling tools
-   Experience with European and North American EMC test requirements
(Telcordia GR-1089-CORE, FCC Part 15, ANSI, EN55022, EN55024)
-   Must have strong interpersonal skills, problem resolution, proactive and
self-starter, demonstrated teamwork
-   Project management skills are desired
-   Candidates with equivalent experience/skills will also be considered.

AUSTEL does not accept CB reports as such however they will accept
reports from NAMAS approved labs in the UK and any other lab which has been
accredited by an organization with a MOU (Memorandum of Understanding)
with NATA (Australian NAMAS equivalent).

As I mentioned in a previous message, there are presently 2 CB accredited
labs in Australia.  They can produce their own report from a report
from another CB lab.

I would like to add/ask for some clarification to the CB scheme. I have seen
this work very well for Information Technology Equipment (ITE). I have had some
bad experience with the Telephone Terminal Equipment (TTE). The bad experience
was 2 - 3 years ago when we tried to use it with TTE in Australia, at that time
Austel did not recognize the CB Scheme. The Standards Australia did accept the
CB Scheme for ITE.

I know there have been several changes in Australia and I have not been getting
approvals in Australia for the last 2 years. Has there been a change? Does
Austel accept the CB Scheme?

The UK was the same way. BABT did not accept the CB Scheme but British
Electrotechnical Approval Board does, I presume for ITE. Now it has moved to a
self declare in the EU so the CB Scheme would work for ITE and TTE. As long as
the report is done the EN60950.

TIPS

Whoever does the CB Scheme for you, UL, CSA, DEMKO, etc can provide a list
of the countries AND the regulatory bodies in the country that accept the CB
Scheme.

Make sure the CB Scheme is done to the standards of ALL the countries you 
intend to go, for ITE this is easier then TTE.

Make sure ALL the national deviations are included in the test report.

I must apologize firstly that I have taken this long to respond.
I have been overseas for a week.

Brian is correct.  It is possible to use an IEC CB report, gained from
an IEC CB accredited test house.  Such reports can only be accepted
however by the IEC CB recognised labs in Australia.  They can not be
authorized/accepted by all labs in Australia.  There are presently
two labs in Australia and one
