Dwight, Read up in GR-1089, Section 4. You must declare these interfaces not to be outside plant and to specify appropriate protective devices to be used. Propose to your NRTL skipping the 1089, sec. 4 tests and including the following statement in your user documentation, Before leaving the building premesis, interface lines connected to the xx must be connected to a NRTL Listed device providing primary and secondary protection.
