You might also bear in mind that, in spite of their relatively low
surface temperature, they do lose a significant proportion of the *heat*
by radiation. (If they are not bright and shiny, that is.)

Heatsinks and EMIAny metallic structure capable of carrying circulating
currents will
radiate.  Ungrounded heatsinks can be particularly susceptible to
radiation, or carrying crosstalk from one part of a circuit to
