Li-ion batteries with energy density 400 Wh/L or larger are planned to be covered by the DENAN (PSE) Law. The new regulation is still in draft, and planned to be take into effect in 20th November this year. The technical requirement would be that of JIS C 8712 plus few additional tests, and JIS C 8714 for batteries for portable equipment. The information in Japanese is available at: http://www.meti.go.jp/committee/materials/g71212dj.html but, unfortunately, I don't know of the English version.
