grroup II', on Sun, 13 Jan 2002:

Group 1 is correct. Group 2 is for equipment that *is intended to
radiate*, in order to do what it is supposed to do.
Of course, you should inform the supplier about the error in the
Declaration. It may simply be a printing error..
