Fire detection systems are coved under the CEN series EN54 and the sub parts will be published under the CP-Directive. The control and indicating equipment (fire alarm panel) is covered by EN54-2. As far as I remember you are allowed to disable parts of the system, but you have to read EN54-2 Chapter 9 very carefully before you make your own decision. EN54-2 is a controversial standard and I know that test labs interpret it quite different.

If this is covered by EN54, parts of which are not yet published, you need to look at that. Otherwise, you have to look at the applicable National Standards.
