Robert, ETSI recently placed all their specs on the web for free download. You need to register with them to get an identifier which you will need for the downloads. Their search engine requires careful use of spaces if you want to find anything, but once you get the hang of it the results are good. The IEC specs you will probably have to pay for. They can be obtained from the IEC itself or from national standards organisations e.g ANSI or BSI.
