ndisgtk - graphical frontend for ndiswrapper (installation of Windows

seem to be legitimate package for Ubuntu 7.10 I'm using right now.

You may try to use manual check first as root:
apt-cache search *ndisgtk*
even though that's using the same sources list. I prefer doing it that 
way. It's very likely that your /etc/apt/sources.list needs additional 
deb sources uncommented or added. Based on

apt-cache showsrc ndisgtk
Package: ndisgtk
Binary: ndisgtk
Version: 0.7.2-1ubuntu1
Priority: optional
Section: universe/net

make sure you uncomment or add the appropriate repositories to your 
sources.list file (that's where synaptic and apt-get try to search for 
packages).
