type" means.  Please expand this discussion.


Minor concerns:

Section 2 says:

   There remain some differences between EAP-TLS and other TLS-based EAP
   methods which necessitates this document.  The main difference is
   that [RFC9190] uses the EAP-TLS Type (value 0x0D) in a number of
   calculations, whereas other method types will use their own Type
   value instead of the EAP-TLS Type value.  This topic is discussed
   further below in Section 2.

I assume this should be a forward pointer to Section 2.1.


Section 2.1 uses || to indicate concatenation, but Section 2.2 uses |.  Please 
pick one.


Section 2.1 says:

   ...  There does not
   appear to be compelling reasons to make the labels method-specific,
   when they can just include the logical Type in the key derivation.

I think it would be more clear to say that the inclusion of the logical Type 
makes the result method-specific.

This could be done by including different AIA certificate extensions, but I am 
not aware of anyone that does so.

One could put multiple id-ad-ocsp entries in the AuthorityInfoAccess extension, 
but this could lead to a relying party trying each one in turn, resulting in a 
long timeout interval.

I am aware of some places that generate an OCSP response for the entire 
population of certificates, and those responsed are distributed to many 
locations.  I am not aware of anyone that distributes the OCSP responder 
signature private key to multiple locations.

The ECDH public value in RFC 5480 is an OCTET STRING, which means that the 
value is exactly 32 bytes.  When this gets carried as a subject public key in a 
certificate, there is an extra byte only because the type is a BIT STRING.

My conclusion is that the current draft is correct:

  *  For P-256, the length of this value is 32 bytes, encoded in
 binary as specified in [FIPS186-4].

A review from the IoT Directorate was requested on 2020-03-23, which is
after the IETF Last Call ended.  I assume that the Internet ADs want
this review to help inform them during IESG Evaluation.

Note: I did not review the Appendices.


Summary: Ready with Issues


Major Concerns:

Section 5.2 says:

   The pseudonym usernames and fast re-authentication identities MUST be
   generated in a cryptographically secure way so that that it is
   computationally infeasible for an attacker to differentiate two
   identities belonging to the same user from two identities belonging
   to different users.  This can be achieved, for instance, by using
   random or pseudo-random identifiers such as random byte strings or
   ciphertexts.  See also [RFC4086] for guidance on random number
   generation.

It is not clear to me that a random number generator is needed to hide
the identities.  For example, a hash of a configured secret value and a
counter are probably good enough.  There are clearly other ways to do it
too, and some of them need a random number generator.  Because of the
way this is worded, it is not clear not me that my proposed solution
would meet the MUST statement.  I do not think we want to make this
harder than necessary.

Section 7 says:

  In general, it is expected that the current negotiation
  capabilities in EAP-AKA' are sufficient for some types of
  extensions and cryptographic agility, including adding Perfect
  Forward Secrecy ([I-D.ietf-emu-aka-pfs]) and perhaps others.  But
  as with how EAP-AKA' itself came about, some larger changes may
  require a new EAP method type.

I do not think it it appropriate to claim cryptographic agility when
SHA-256 and HMAC-SHA-256 are hardwired.  It would be better to say that
a new EAP method will be defined to change the algorithms (as was done
to make EAP-AKA' in the first place).


Minor Concerns:

Section 1 includes the summary of changes from RFC 5448.  However, it
does not mention the addition of Sections 3.5 and 4.1.  Please add them.

Section 3.1 says:

   Only the server sends the AT_KDF_INPUT attribute.  The value is sent
   as specified in [TS-3GPP.24.302] for both non-3GPP access networks
   for 5G access networks.  

There are some missing words here.  I am not really sure what is
intended, so I cannot offer a fix.

Section 5.3.1 says:

  Again, the identity MUST be used exactly as sent.

Please delete!  Saying it twice does not make it a stronger MUST.

Section 7.2: s/encrypt all payload traffic after encryption/
  /encrypt all payload traffic after authentication/


Nits:

Section 1: s/ non-goal of this draft/ non-goal of this memo/

There is a misalignment in the bottom box in Figure 1.  This is
surprising because the figure is otherwise identical to the one in
RFC 5448.

In Section 3.5: The introduction to the numbered columns is simply
"In addition:".  For clarity, I think it would be better to say
something like:

   The numbered columns indicate the quantity of the attribute
   within the message as follows:

Section 5.1: s/(see Section 5.3.2 and Section 5.3.2.1./
  /(see Section 5.3.2 and Section 5.3.2.1)./

Section 5.3: s/as defined in this RFC/as defined in Section 5.1/

I suggest the following structure for Section 5.3.1:

   5.3.1.   Key Derivation
   5.3.1.1  Format of the SUPI
   5.3.1.2  Format of the other identities

Section 6: s/Peer-Id is null string/Peer-Id is the null string/

Section 7.2: s/recommendations from Section 5.2 need to be
   followed to avoid this.
Section 7.2: s/following the recommendations in Section 5.2
   mitigate this concern./

I read the document, and I think it is read to go after one editorial fix.  The 
term "trust anchor" is used many times in the document, which is proper.  
However, in Section 3, the term "root-of-trust" is used.  Please change this to 
"trust anchor" and reference RFC 5280 for a definition.

The email address is often in the SubjectAltName extension.  I know it is often 
part of the Subject, but it could be in either spot.

It seems to me that RFC 4334 offers a way for an enterprise to assert that the 
certificate is intended to be used with a particular SSID.  This seems better 
than a self-signed certificate with just a domain name.

I understand that CA/B Forum does not allow these extensions and attributes, 
but as already highlighted in thi discussion, these certificates are not part 
of the Web PKI.

Can the extended key usage for EAP over a LAN ( id-kp-eapOverLAN ) solve this 
for you?  It is defined in RFC 4334.  A certificate for Web PKI should not 
include this extended key usage.

RFC 4334 also offers a certificate extension that lists the SSIDs that are 
associated with the server.

Thanks for the overview.  It was very helpful.

RFC 7586 define the NAIRealm as an otherName in the SubjectAltName of a 
certificate.  It seems that the NAIRealm name form works equally well, 
regardless of the role that the certificate holder is performing in the 
protocol.

Major Concerns:

The Abstract is essentially unchanged from RFC 5448.  I think it would
be better to provide the history of AKA and AKA' in a sentence or two
and then tell the big changes that appear here.  I found the part about
SHA-1 especially concerning until I realized that was left over from the
RFC 5448 Abstract text.

I think the Introduction should be updated to provide a perspective for
a new implementer.  I suggest something like this:
  - 3GPP uses AKA' natively and as an EAP method.
  - EAP-AKA originally defined in [RFC4187]
  - EAP-AKA' defined in [RFC5448], and uses KDF in [TS-3GPP.33.402]
  - This update supports identifiers needed for 5G
-- This version of the EAP-AKA' specification obsoletes RFC 5448
-- List of the changes made by this update
  - Negotiation of the various versions

Section 3.2 says:

   AT_KDF

  This is set to 24.

And, then Section 3.3 says:

   AT_KDF set to 1

The second one is shorthand for the KDF identifier carried in the
attribute.  I think that you should not use this shorthand.  I
stumbled on it when reading.  I suggest:

   AT_KDF parameter has the value 1

Section 5.3 says:

   Given the choice between these two types of identifiers, two areas
   need further specification in EAP-AKA' to ensure that different
   implementations understand each other and stay interoperable:

This should be reworded.  These do not need future specification.
Those details are in the document.  I think it would be better to say:

   Given the choice between these two types of identifiers, EAP-AKA'
   ensure interoperability by:


Minor Concerns:

Section 3: s/EAP-AKA' is a new EAP method/EAP-AKA' is an EAP method/

Section 3 does not seem to be different from RFC 5448.  Would it be
better to list the changes from RFC 4187 (AKA to AKA') and then the
changes from RFC 5448 (AKA' to this update)?


Nits:

The document uses "key generation" and "key derivation".  If they are
different, please add an explanation somewhere.  If they are the same,
please use one term throughout.

The document uses "byte" and "octet".  Please use one term throughout.
