It seems OpenSSL 3.1 is going to be released later this month. Based
on the pull request related to the Raw Public Key support issue, it
still seems to be target for release 3.2 with plenty of current activity:

Related to implementations; for me OpenSSL support would be required
for an implementation. While this seems to be progressing, a client
implementation would be needed for testing since I work on the EAP
server side. Is there any news on the client side? For example, would
wpa_supplicant be a possible client? The IOT use case might be
something where a client could be based on wpa_supplicant.

without patching?

  It wouldn't hurt to have a final discussion of TEAP and 7170bis.  I think 
we're pretty much done at this point.

There are no meaningful changes to draft-richardson-emu-eap-onboarding.
Our work on running code is much slower than anticipated, but it is occuring.
It's not clear to me what else the document can/should say.
