So, here's another patch for e16, this time against its maximizing mechanism. We have a fantastic dragbar, which is really a useful feature, but oftentimes not visible because windows are maximized. This patch makes maximizing windows not hide the dragbar, unless the maximizing mode is MAX_ABSOLUTE.
