That's the default and a user can't switch the pdfjs.disabled pref without
going to about:config, so we don't have a policy for it.

how can I set a Group Policy to set the internal PDF viewer as default for
pdf?

The policy "PDFjs" only disables it, I suppose.

At last! The group policy was not working because there was a setting in
the "Preferences (Deprecated)". You MUST remove all settings in this
deprecated section, otherwise Firefox will ignore in the new "Preferences"
section.

 With the new Preferences method, you set that preference like this:
