aarch64 is a 'dead' release for EL-7 with no updates since 2019. This has a
knock-on effect that nothing gets removed either until 2024 without
removing all the packages from the mirrors.

I believe it was removed from EPEL-7, because it's available in RHEL-7,
added in 7.7 if I see right.
