You are missing a BR on python%{python3_pkgversion}-setuptools and 
others.  I've checked in another fix.  This should have been caught on 
review and I've added a note to the review about that.

python%{python3_pkgversion}-breathenot recognized.
error: query of specfile
/home/dlj/fedora-scm/python-breathe/python-breathe.spec failed, can't parse
