Last week, the California Air Resources Board (CARB) announced that the cap
for green solo-access High Occupancy Vehicle (HOV) stickers for plug-in
hybrids had been reached.

In a posting to its official website, CARB issued a statement [
http://www.arb.ca.gov/msprog/carpool/carpool.htm
] saying that all of the allotted 85,000 green HOV stickers had been
disbursed, and that future applications received would be placed into a
waiting queue in the event legislation authorizing more stickers to be
issued is approved.

“IMPORTANT NOTICE: The 85,000 statutory Green Clean Air Vehicle Decal
limit has been reached. The DMV will continue to accept applications without
payment to establish a queue for requesters should an additional amount of
decals be authorized. There is no guarantee that additional decals will be
authorized in the coming months. Those individuals in the queue will be
notified to submit payment if additional decals are approved. Updates will
be provided here as more information becomes available.”

Plug-in hybrids (PHEV) such as the Chevy Volt, BMW i3 REx, and Ford Fusion
and C-Max Energi are eligible for the green HOV sticker, lucrative to
drivers in California as they can cut commute times significantly during
rush hour on congested freeways.

Battery electric vehicles (BEVs) such as the Tesla Model S and Nissan Leaf
are eligible for the white HOV sticker, which has no allotment restrictions.
The green and white stickers, both set to expire on Jan. 1 2019, allow
single occupant vehicles to travel in carpool lanes normally reserved for
vehicles carrying two or more people.

Limits on green HOV stickers have been reached three times previously, with
a 15,000-sticker increase being approved by California legislators shortly
after each time. The last such increase, approved in June of this year,
increased the limit of green stickers from 70,000 to the current limit of
85,000. There is currently no legislation known being officially considered
to increase the current cap from 85,000.

A recent study by UCLA’s Luskin Center for Innovation concluded that 40
percent of electric vehicles purchased in California from 2010 to 2013 were
influenced by HOV-lane access incentives.

If new legislation is not approved, predicting the precise effect of the
lack of green HOV sticker availability on PHEV sales moving forward is
difficult. However, manufacturers have in the past placed particular
importance on ensuring their vehicles are eligible for such incentives.

In Feb. 2012, Chevrolet announced mid-cycle tweaks to the emissions system
of the 2012 Chevy Volt that made it eligible for California purchase
incentives as well as the much-coveted HOV-lane stickers.

Prior to officially going on sale in the U.S. in 2014, BMW propositioned
CARB to allow the range-extended (REx) version of the BMW i3 to be eligible
for white HOV sticker. The automaker went so far as to seek a new “BEVx”
designation category for its i3 REx, which it succeeded in doing, though the
REx version ended up being eligible for only the green HOV sticker.

Potential buyers of PHEVs in California that had been making their purchase
contingent on receiving the green HOV stickers may now be forced to
reconsider their options if new legislation for raising the current cap is
not announced.

India’s first retrofitted electric bus has been flagged off by PM Narendra
Modi, exclusively for the use by Members of Parliament. Attending a function
at Parliament House, the retrofit electric bus was unveiled by the PM while
keys were presented to Lok Sabha Speaker.

This is the first time that a diesel bus has been converted to a battery
operated bus. The initiative is a part of the initiative by Ministry of Road
Transport and Highways towards contributing to environmentally clean
pollution free and cost effective transport.

India’s first retrofitted electric bus is a pilot project undertaken by
Central Institute of Road Transport. The prototype was wholly developed by
KPIT, Pune. It is also a part of the Government’s initiative to reduce
vehicle pollution [

solutions. 10 more such retrofitted electric buses are being planned by
March 2016, to be used by State Transport Undertakings while conversion of
diesel buses to electric will follow based on its success.

These 15 seater vehicles are the first batch of diesel run buses converted
to battery power system. The Center funded INR 10 crores for this pilot
project in an effort to adopt green technology. An imported electric bus is
priced at INR 1.75 crores while the buses that are converted indigenously
could cost around INR 60 lakhs which could be reduced even further with the
advancement of technology.

IIT Kharagpur and IIT Madras are in the process of developing lithium-ion
batteries for this purpose while ISRO scientists are working in
collaboration with the Government to develop batteries at a cost of INR 5
lakhs as against the imported ones which cost INR 55 lakhs.

The Zarooq Sand Racer is the first automobile designed and built in the
United Arab Emirates. There is a lot of desert in the UAE, so it comes as no
surprise the Sand Racer is optimized for driving in that environment.

This desert plaything weighs just 2200 pounds and comes with 12 inches of
ground clearance, big knobby tires, and a 3.5-liter V6 with 304 horsepower
and 274 lb-ft of torque. A 500 horsepower version of the same engine is in
the works

Zarooq Motors plans to sell 20 of these a year at a starting price of
$100,000. That includes a fully functioning climate control system and
modern infotainment package. Zarooq Motors promises to roll out a long
wheelbase version of the Sand Racer with seating for four adults, as well as
a fully electric derivative.

In terms of wealthy countries, the United Arab Emirates sits high in the
rankings. Richness and prosperity ensure that local businesses flourish,
with the Zarooq Sand Racer being a case in point.

On the Zarooq Motors website, we’re told that the Sand Racer is the
first-ever vehicle made in the United Arab Emirates that is specifically
designed for the desert. In plain English, here we have a car that blends
off-road prowess with the performance of sports cars. Call it a niche within
a niche or call it an extravagant way of spending disposable income, but the
Zarooq Sand Racer is a versatile plaything.

We’re calling it a plaything because we have to be honest about its layout.
With two doors, two seats, and a mid-engined configuration, practicality
isn’t on the Sand Racer’s agenda. For practicality, the UAE prefers the
Toyota Land Cruiser 200 Series or its sister model - the more luxurious
Lexus LX 570.

The thing with the Zarooq Sand Racer is that the company designed it to be a
turn-key desert runner with license plates. Whereas the Land Cruiser and LX
570 bog down in the sand due to their heftiness, Zarooq Motors’ product tips
the scales at approximately 2,204 lbs (1,000 kg). Thanks to its 40:60 weight
distribution, chunky off-road rubber, a rear-wheel-drive drive layout and
315 mm ground clearance, this Sand Racer thingy means business.

According to Zarooq Motors, the first prototypes will be ready in January.
For the production-ready Sand Racer, the company expects to sell around 20
examples of the breed in 2016 at $100,000 a pop. The entry-level powertrain
will consist of a 3.5-liter V6 with 304 horsepower and 274 lb-ft (371 Nm) of
torque. A 500 horsepower version of the six-cylinder powerplant is currently
in development.

Despite it being focused on doing the off-road stuff, the Sand Racer’s
standard equipment list includes climate control, an infotainment system,
and something you can’t do without in the desert - a spare wheel. If
everything goes according to plan in 2016, Zarooq Motors promises to roll

The sport of drag racing has been with us almost as long as the automobile
has.

Over the last decade, advances in high-power lithium-ion batteries have
given rise to a new variant: electric drag racing.

But before modern batteries existed, how could you possibly make a
competitive electric dragster?

Well ... how about with a monstrous Allison V-12 engine, a generator, four
starter motors for jet engines, and two spools of thick, high-capacity
electrical cable?

That's exactly what drag-racing legend E.J. Potter (aka The Michigan Madman)
built in the late 1960s, as detailed in a 2012 story on The Kneeslider [

He called it "the Super Slot Car," after the (now largely-vanished) sport of
racing tiny electric model cars around a grooved track.

Potter had previously created a series of drag-strip motorcycles known as
"Widow Makers," for their Chevrolet small-block V-8 engines mounted in
Harley-Davidson frames.

He dragged the bikes for 13 years, eventually reaching 190 miles per hour
and setting a Guinness World Record in the process.

But after some injuries, he turned his attention to the idea of blinding
acceleration without internal-combustion engines.

He attached an Allison V-12 airplane engine to a generator, and mounted the
assembly on a trailer, along with two large spools of electrical cable.

When performing at drag events, he'd unspool the cable down the quarter-mile
length of the drag strip.

A natural-born showman, Potter took his time (about 3 minutes) in driving
his pickup down the track to unspool the cable, and then firing up the
massive Allison engine.

The Super Slot Car itself was the stripped shell of a small MG 1100
front-wheel-drive two-door sedan, with four 200-horsepower electric
jet-engine starter motors, one per wheel.

Two electrical pickups on the bottom of the car carried electricity to
wiring that distributed it to the four motors--just how a slot car works
(with fewer motors).

The car's lettering even said "Smog Free Performance" on the trunk.

After the crowd was fully engaged, Potter would just flip a switch--sending
his car rocketing down the track at triple-digit speeds.

The Super Slot Car reportedly ran the quarter-mile in the low 10-second
range, with a trap speed of 120 mph. Not bad for half a century ago.

Potter never found a sponsor for his unique concept.

He later blamed hot-rod magazines for a lack of coverage, saying their
publishers didn't want to antagonize advertisers selling parts for
conventional gasoline-powered drag cars.

Potter died at 71 in April 2012; an obituary in The New York Times not only
mentioned his "Michigan Madman" moniker but eulogized him as "a legend of
the American drag strip."

As Left Lane News noted in a cover of the story, "Today, though, the
burgeoning electric drag racing community considers Potter to be one of
their pioneers."

? What model leaf- s, sv or sl? Why so low mileage?

I picked up a used out-of-lease 2012 leaf sl with 12k miles for $10.5k plus tax 
and license 3 months ago, with 3.5kwh and fast charge. Found out it had a fault 
in power steering that drains the 12v in about a week, after daily bldriving 
for 3 weeks. Ended up with $2k service since out of warrantee (3 years limit).

Hope you do better.
