Hmm, check the law in your state. I believe that the owner (or delegated to
manager) of the property has to request a tow, it can’t be just any passer by,
police will want to hear from the property responsible person and so will tow
companies. There usually are stiff penalties (like, 4x the towing fee) for
illegal towing, at least in California.

I think property owners have the right to post correctly worded "tow
away" signs and empower any and all EV owners to have an ICE towed
from a dedicated EV charging spot on the owner's property.
