I've read that a significant number of the cheap ones are made with recycled cells from old laptop batteries. I've had good luck with Ping batteries, ordered directly from China at eye- popping shipping costs, though not so much with their cheapo chargers. But they're not high power batteries, so they might not work for your friend. You might try cruising the ebike forums at endless-sphere.com. I haven't been there in several years, but last time I was, they were well populated by need-for-speed people with glowing eyes like your neighbor has. :-) In any case, best of luck with the project.
