The cyclist was seen adjusting his backpack, which appeared to cause him to lose his balance. He then fell to the ground where he struck his head. He was not wearing a helmet, said Dugan. As of January, there have been 42 traffic fatalities in the city, compared to 23 at this time last year, according to police statistics.
