All you need to know is the source of the article. The Daily Caller is
among the bottom of the barrel in right-wing screamer sites. Think if them
as Breitbart, but without Breitbart's polish and journalistic integrity.

I take it the author means watt-HOURS, because saying "3500 watts of
electricity" is like saying "12 horsepower of gasoline."

Not a Tesla S, surely. The typical smallish EV such as a Leaf uses around
250Wh per mile. So 3.5kWh would drive a Leaf 14 miles. From what I read
online, a Tesla S is more like around 350-400Wh/mi, so at best, 10 miles. I
don't know about a 3; I guess its energy use would be somewhere in between.

But that's just a minor detail. I confess I didn't read the cited report --
I don't want to be associated with that website in any way -- but typically
these kinds of hit jobs ignore the emissions associated with petroleum
exploration, extraction, transportation, refining, distribution, marketing,
and/or dispensing. That's how they arrive at their pre-determined
conclusions.

Regrettably, the mainstream media shout this kind of bogus report at full
volume in the noonday sun. If they even bother with the inevitable
corrections from responsible sources, those are delivered much later, at a
whisper, and at 2am on a Sunday.

You can look it up yourself.
https://www.eia.gov/electricity/state/

They say 3.8 to 7 pounds of CO 2 are generated to make a gallon of gasoline.

3.8 pounds of co2 is produced to make 3500 watts of electricity

So an electric car will go 25 miles on what it takes to make gasoline even
before it’s burned

It's not an argument against EVs, it's an argument against ageing coal
fired power stations!

Fortunately, it’s only American-built cars which have CO2 emissions, while
German-built ones are surprisingly clean, German press release announces. The
solution is obvious: turn to trustworthy manufacturers like Volkswagen.
