No, I just wan to retain value upto 10 decimal in excel cell but to display
lowest whole no irrespective of value after decimal points > or <=.5

有位匿名网友在拙文《达赖喇嘛的鬼蜮伎俩》后面发表跟帖如下：

“大陆一年可能要为西藏付出几百亿。也许将来有一天，代价太高的时候，大陆政府会作出让步，给予藏人等一定自治权。 
比如允许藏人企业的发展。但藏人企业本身就可能让大陆政府感到威胁。如果一个企业里面都在讲藏语，放心吗？也许徐博会说藏人懒，笨，也许。但政府肯让藏人直接和印度通商，学习一点现代社会发展的技巧吗？
 
恐怕不肯。”

这些话说明外面的人们对于今日西藏极不了解。首先，中国政府鼓励藏人自己开办企业。在314
事件中被藏独暴徒推下楼致使腰椎骨折的藏族女店主马阿英社就是向工行借了30万元钱才开店的。可见打击藏人开企业的正是疯狂仇富的藏独暴徒。

西藏由于严重缺氧、交通险恶（世界屋脊布满雪山深沟、山崩雪崩泥石流频繁）、没有石化能源、离海洋太远，交通、原料、能源成本太高，无法大规模发展制造业，只能因地制宜发展服务业与加工业。这不是中国政府的阴谋，而是无法改变的地理自然。

其次中国政府并未禁止藏人与印度通商，问题在于印度至今在亚东口岸外驻重兵、设关卡，致使中印通商困难重重。中国与尼泊尔的边境贸易就热火朝天，藏人可与尼人直接通商，我早在
1983
年去中尼边境的樟木口岸旅游时就看见大批尼商与苦力在中国境内居住、通商，许多尼泊尔苦力就住在当地藏人开设的旅店内，甚至被当地藏人雇佣干苦活（尼泊尔比中国穷得多，人民币在尼人眼里是硬通货）。

1985年我在西藏时听说有些藏人从拉萨购入羊毛，用卡车运到樟木口岸卖给尼商，可以赚大钱。

再次，中国政府不遗余力在西藏普及教育，藏人读大中小学都是免费的，政府还为住读的藏族中小学生免费提供食宿。还有大批藏人到内地大城市读中学与大学，全部免费，政府还发给生活津贴与假期回藏的旅费。这些努力都是为了帮助藏人掌握“现代社会发展的技巧”。

这位网友也许会说，藏人说不好汉语，所以中国政府的这些努力没有用处。按照他的主张，藏人只有向印度学习。然而印度的官方语言是英语与印地语，藏人更说不好，又如何向印度学习呢？

在全球化与高科技突飞猛进的时代，非英语国家与民族都面临着语言劣势。因为世界上经济与科技最发达的美国使用英语，不懂英语就无法与美国通商，也无法及时追踪日新月异的科技发展。印度独立时，其领导人没有出于对殖民主义的痛恨，或出于民族自豪感，把英语也一起赶走，相反却把殖民主义者的语言定为官方语言，这一富于远见的政策使印度得益匪浅。有人指出今日印度成为世界第一软件出口大国的重要原因之一是印度具有世界第二多的懂英语的人才（第一多是美国）。爱尔兰有自己的民族语言，英国统治爱尔兰期间强行普及英语，爱尔兰独立时也未赶走英语，而是将其定为国语，英语成为大多数爱尔兰人的母语，诞生了像萧伯纳、乔伊斯那样用英语写作的世界级大文豪。爱尔兰民族并未因为采用了异族语言而消亡，反而更加出名了。如今爱尔兰是世界第二软件出口大国，根据印度的经验，爱尔兰全民说英语的事实也起了很大作用（本文只谈语言问题，不拟全面论述印爱两国软件业起飞的各种原因，有兴趣的网友请将“印度软件”或“爱尔兰软件”输入
google，即可看到相关介绍文章）。

日本拥有1.3
亿人口，几乎等于美国人口的一半，但他们在二战后不遗余力地普及英语，同时拥有一支强大高效的翻译队伍，从而能及时跟踪美国的科技新潮。德国也是大语种国家（德国、奥地利、瑞士、卢森堡等国拥有上亿德语人口），但他们在二战后也不遗余力地普及英语，在德国某些大学某些专业甚至使用英语为教学、科研语言。日德两国能成为世界第二、第三经济大国，其语言政策功不可没。

英国是世界第五经济大国（第四是中国），跟它是英语的发源地不无关系。法国在上世纪七、八十年代经济一度超过英国。但许多法国人为自己的语言自豪，不屑于学习英语，信息革命兴起后，其经济落到英国后面。

欧洲许多小语种国家如荷兰、丹麦、瑞典、挪威、芬兰等人口太少，无法建立强大高效的翻译队伍，干脆在科技领域使用英语（在其它领域与日常生活中仍然使用母语）。

许多非洲与拉美国家独立后也像印度那样把前宗主国的语言定为官方语言，从而在经济上获益。

那些出于民族自豪感或其它考虑而不愿意或不屑于普及英语的小语种国家或民族则不得不付出经济与科技越来越落后的代价。

苏联政府不重视普及英语，他们学校里的第一外语是德语，因为苏联与德国的经济联系最密切，与美国没有什么生意。苏联崩溃后，俄国政府才把英语作为第一外语，今日俄国的信息产业与互联网事业比中国还落后。

我在许多文章里指出，古老的藏文没有科技词汇，离口语太远，难以承载科技知识，所以达赖在印度的流亡藏人学校里不得不用英语教授数理化，而中国政府在西藏的中学里不得不用汉语教授数理化，同时开设藏文课。如果说这就是毁灭西藏语文，那么达赖就是毁灭西藏语文的罪魁祸首。（顺便说说，清朝的北洋舰队使用英语作为指挥操作语言，因为当时的文言文里没有相关的科技词汇）

即便藏文口语化了，有了成熟的科技词汇，它仍是一个小语种，只有几百万人口。单靠这几百万人口是无法建立起强大高效的、不会亏本的翻译队伍来的，那么藏人要现代化，只有两条路可走，或者普及英语，或者普及汉语，因为汉语毕竟是个大语种，拥有较强的翻译队伍，可以较快地追踪世界科技新潮。如果在藏人中普及汉语就是汉人的殖民主义，那么在藏人中普及英语就是英美人的殖民主义——达赖在流亡藏人中就是这样做的。

顺便说说，美国政府在夏威夷土著、印第安人、爱斯基摩人与新墨西哥州说西班牙语的原住民中也在大力普及英语，他们的英语如不好就不能上大学。中国政府在高考中对藏族学生降低录取分数线
50%，而美国的大学并不给上述以非英语为母语的原住民任何优待。如果中国政府在西藏的语言政策是殖民主义，那么美国政府的语言政策更是殖民主义。

西藏农奴制从达赖而来

自由亚洲电台曾播放文章《“西藏农奴制”何从来？》说：“只有中共一家指称从前的西藏是农奴制，而所有其他史料，尤其藏人的描述，都截然迥异。”

这话说得太武断了，达赖在1998
年告诉茉莉女士：“虽然旧西藏社会是落后的，但是绝不像中国共产党所说的最黑暗、最残酷、最野蛮，绝对不是这样。在旧西藏社会中生长的人，如果你去看他们的脸，绝对是充满快乐的、笑眯眯的。中国的农奴制度、印度的农奴制度和西藏的农奴制度不一样。这里面的不同，西藏人之所以充满快乐，主要是由于宗教的因素。但是也有一些人，一些有钱有势的人，欺负自己的农奴，这样的现象是有，不是没有，各个地方总能找得到。但是从总的说来，旧西藏的制度是比较好的，其中有一些仁慈、以善待人的观念，与中国和印度及其他国家，特别是与欧洲中世纪的农奴制相比是没有办法比较的，好多了，这主要是有一些爱和慈善的因素在内。当然个别的危害人的现象不是没有，是有的。”（茉莉，《达赖喇嘛访谈录》，《北京之春》，

由此可见，说旧西藏是农奴制，正是从达赖而来。达赖恰恰是农奴制的总头子。

美国著名藏学家、凯西保留地大学藏学研究所所长、文化人类学系主任、教授戈茨坦因的巨著《现代西藏史：喇嘛王国的覆灭》——Goldstein, Melvyn 
C., A History of Modern Tibet, 1913-1951 (Berkeley and Los Angeles: 
University of California Press,1989-1991)
——毫不含糊地指出，旧西藏的农民是世袭的被束缚于领主的农奴，农奴主有权对农奴行使司法权。“除了大约三百个贵族家庭，所有西藏俗人男女都是农奴，他们通过庄园以及对应的遗传关系归属于具体的领主，也就是说儿子生来就属于他父亲的领主，而女儿属于她母亲的领主。”

美国另一藏学家、纽约州立大学教授戈伦夫的著作《现代西藏的诞生》—— Grunfeld, A. Tom, The Making of Modern 
Tibet (New York: M. E. Sharpe, 
1996)——也说：“绝大多数藏人都是农奴……农奴被拴在他们主人的手中。为了能在地里劳动，他们必须纳税和服劳役。他们毫无权利，即使要走进寺庙要结婚，也要征得主人的同意。如果分属于不同领主的两个农奴结了婚，所生的男孩要归父亲的领主；如果是女孩，要归母亲的领主
 
（注意，这里的“归”字，原文是 reverted，在英文里是表明财产归属的法律术语——引者）。农奴要想离开庄园，哪怕是一小会儿，也要得到领主的许可。（7
）”

连坚决支持西藏独立的法国记者董尼德，也在其著作《西藏生与死》——Donnet, Pierre-Antoine, Tibet mort ou vif 
（Paris: 
Editions Gallimard, 1990）；Tibet：Survival in Question，Translated by Tica 
Broch (Delhi：Oxford University Press，1994)——里承认，旧西藏是“做得太过分的封建农奴制”。

而清朝钦差大臣张荫棠则说：“藏中差徭之重，刑罚之苛，甲于五洲，应一律废除，以苏民困。”（《张荫棠治藏19
条》，吴丰培等编撰，《清代驻藏大臣传略》，西藏人民出版社，拉萨，1988年）关于旧西藏的酷刑，戈伦夫上书说：“一位在西藏住了20
年的英国人说，她看见了无数挖眼睛和使人致残的事件……西藏喜欢使用的另一种惩罚是拷打和断肢。佛教禁止杀生。于是西藏的官员把犯人鞭打得快要死时放走，让他死在别处。这样他们就可以说这是神的旨意。其他残酷的刑罚有割断犯人的手腕；用炽热的铁钩挖去他们的眼睛；捆住两个大拇指将人吊起来，使犯人致残；把他们缝在一个袋子里，然后扔进河里。”

 1950年11月13日的美国杂志《生活》（LIFE
）刊登了一组照片，是美国外交官在拉萨实地拍摄的，其一是当众鞭打犯人的裸臀，其二是带枷示众。戈茨坦因的《西藏现代史》第109页（英文版）也有一张1936
年拍摄的照片，照的是拉萨街头带颈枷和脚镣的犯人。

这种对酷刑的滥用连上层人物都不能幸免，13世达赖的藏军总司令龙厦1934
年在权斗中失势后，竟被剜去双眼。这是“西藏流亡政府官员”达瓦才仁也无法否认的，虽然他不认为此举野蛮（达瓦才仁的原话是：“龙厦被剜眼是事实，但是否野蛮就另当别论了。”《再论中国民运与西藏问题》，《北京之春》，
1998年1月号。）

此人还说314事件是藏人的“和平请愿”。可是当年3月18日BBC
记者问达赖怎样看待藏族示威者袭击汉人和商店时，他曾表示：这是错误的。他还说：如果局势失控，那么，他的选择就是完全隐退（见BBC该日中文网）。

事实胜于雄辩，笔者无须多言。

年的洛杉矶骚乱有相似之处，这对中国和世界都是一个警示。挑起这些事件的人都使用了争人权、反歧视、争取自由和正义等理由，然而广泛的抢劫、纵火、打砸、伤害生命却是事实的真相。在洛杉矶，白人、朝鲜裔、黑人的店铺被洗窃、砸烂、烧毁，
53人丧失生命，许多人受伤。在拉萨，20座建筑被烧毁，908家店铺、120间房屋、7所学校、5家医院被砸烂，银行被抢，许多车辆被烧，18
平民被杀害或烧死，400
多人被打伤。洛杉矶和拉萨的骚乱者做了同样的事：他们从店铺里拿走所有他们能搬动的东西，殴打或者干脆杀掉妨碍他们行径的人，烧掉所有他们拿不走的东西。两地骚乱者的行为都具有仇富特征，表现出渴望通过剥夺他人一夜暴富，以及毁灭一切他们无法占有的东西的疯狂。在这种情形下，中美两国政府应对国内暴力骚乱的选择基本相同。这说明仇富情结是社会心理现象，存在于所有种族、民族文化群落、国家和社会之中。产生仇富情结的原因远比族群关系复杂，其强大的破坏力不容低估。

（译文）Lhasa 3·14 Riot carried strong similarities with Los Angeles Riot 1992, 
which gave the Chinese and the world a warning.  Political reasons of human 
rights, anti-discrimination, and seeking for justice and liberty were used 
in both cases by some who initiated these events. However, wide-spread 
looting, arson, ransacking, plundering, and killing were the real 
happenings.  In Los Angeles, the stores owned by White, Korean and Black 
Americans were looted, broken, and burnt; 52 people died, and many wound.  
In Lhasa, there were over 300 arsons and 20 buildings were burnt down; 908 
stores and shops, over 120 houses, seven schools, and six hospitals 
defaced; banks robbed; vehicles burnt; 18 people died of violence, and over 
400 people were wound.  The material damage in Lhasa alone was over 
￥300,000,000.  
The rioters in either LA or Lhasa did the same thing: they took what they 
could carry from the stores, beat or killed people who stood in their way, 
and put on fire what they left behind.  The behaviors of the mobs in those 
riots shared a pattern of hatred against the rich, a desire to become rich 
overnight by depriving others, and a drive to ruin what they cannot own.  
It suggests that the hatred of the rich complex as a socio-psychological 
phenomenon exists across ethnic and cultural groups, races, and nations.  
Its causes are much more complicated than inter-group relations, and its 
damaging power must not be ignored.

 The LA Riot 1992 is also called the Rodney King Uprising or the Rodney 
King Riots. It broke out on April 29, 1992 in Los Angels, a few hours after 
a jury acquitted four policemen accused in a videotaped beating of a black 
motorist following a high-speed pursuit. The amateur video was taken by an 
onlooker, edited by a television station, and then broadcasted nationwide 
repeatedly. The initial grievances for injustice and police brutality 
quickly developed into widespread riots of looting, arson, savage beating, 
and killing (Ellis et al, 1992).

The riot lasted for several days, ending with 52 people killed (some said 
53), over 2000 injured, around 10,000 arrested, more than 5000 buildings 
defaced, resulting in over $1 billion in property loss (Lieberman, 1992). 
According to the Los Angeles County Sheriff Department, the crowd involved 
in the lawless actions was mostly of Latino and African Americans (Chang & 
Diaz-Veizades, 1999). A small portion of them were White people (See Slides 
15-33). A brutal assault of a White truck driver by a group of black men 
was videotaped and broadcasted; the scene was very similar to the Rodney 
King beating. Some black-owned businesses were also looted, damaged, or 
burnt. Some White neighborhoods were affected. The most hurt was the more 
prosperous Koreatown. Many rioters targeted Asian-owned businesses, which 
they viewed as exploiting Blacks (Encarta, 2007). In the absence of police 
protection, the Korean store owners applied vigilante tactics and defended 
their businesses against arsonists and looters with shotguns and pistols. 
To control the large-scale disorder, the local and federal governments 
first exercised curfew, then dispatched National Guards, and eventually 
sent the Army and Marine soldiers.

2008年西藏骚乱

这个事件在中国被称为3·14
骚乱。骚乱的起因是一个充满争议的话题，因为它并不像西方媒体报道的那样简单。根据中国官方消息、第三方观察者、以及一些西方报道，骚乱是由拉萨郊区哲蚌寺和色拉寺的僧侣在

（号召其他藏人加入他们打汉人和回人。）许多年轻男女西藏人冲到大街上烧杀抢掠。他们用石块、刀子、金属棍、木棍、甚至开水袭击警察。警察排成人墙保护学校、银行、商店、邮局和政府机构，他们手中无枪，只能用盾牌和头盔保护他们自己。暴徒袭击街上的汉族、回族甚至藏族的游客，一些人被打死。他们毁坏清真寺，焚烧古兰经；焚烧汽车、消防车、摩托车、自行车；抢劫百货公司、珠宝店、服装店，并纵火将店铺烧掉。这些抢掠者带走他们所能带走的，用从家具店抢来的床垫、桌子、椅子堵塞交通。小学生们受到惊吓，躲在学校的角落里发抖、啼哭。一些电站被毁，引起一些区域大规模停电（新华社，

由于达赖喇嘛在与中国政府对话问题上出尔反尔演把戏，甚至表示“无力感”，有人提出“后达赖”问题，达赖似乎还不会很快辞世。他是绝对不会退隐的，因为他的主子不允许，他们还要继续利用他分裂中国。然而达赖的“无力感”是真实的，因为他策动的
314藏独暴乱与袭击奥运圣火效果适得其反，他的主子并没有因此与中国政府翻脸，许多西方人却对他的甘地式的“非暴力圣人”的形象发生了怀疑。

不过既然有人提出了后达赖问题，我们也不妨探讨一下后达赖的情景，因为这是必然会到来的。

达赖死后，藏独运动失去了国际公认的领袖，必然陷入低谷，以藏青会为代表的极端势力必然铤而走险，希图像阿拉伯人那样靠恐怖活动引起国际瞩目，向中国政府施加压力。然而形势对他们并不有利，

事件后，恐怖活动如过街老鼠，藏独的主子也不敢公开支持他们搞恐怖活动。中国政府却有一张王牌，那就是先让藏青会制造一、两起恐怖事件，轰动世界后宣布藏青会为恐怖组织，要求尼泊尔、印度政府取缔他们。尼泊尔一直接受中国援助，当然会立即照办，印度一定会阳奉阴违。但印度也有自己的软肋——克什米尔与阿萨姆独立问题。刚好印控克什米尔、阿萨姆都与中国接壤，中国政府可以问印度政府：如果克什米尔或阿萨姆独立分子在中国境内建立恐怖活动基地，你们将作何感想？印度一定会吓得魂不附体，马上照办。

藏人有崇拜活的偶像的本能需要，达赖死后，流亡藏人一定会在境外寻找达赖的转世灵童，也可能达赖在死前就指定其继承人。中国政府可以告诉国内藏人，按照藏传佛教的规矩，寻找达赖灵童要在神湖察看神意，而神湖在中国境内，被政府严密监视，流亡藏人不可能去，所以他们发现的达赖灵童是假的。如果达赖指定成年人为其继承人，更推翻了藏传佛教的基石――转世说（详见拙文《达赖喇嘛自毁藏传佛教》），完全是假的。同时中国政府可利用现世班禅在国内寻找达赖灵童，让他在布达拉宫隆重坐床，境内藏人自然会崇拜他，从而把投向达兰沙拉的目光转回日光殿（布达拉宫的顶层大厅），把境外藏人忘得一干二净。

中国政府既借尼泊尔、印度之手取缔了藏独恐怖组织，国内藏人又有了政府认定的达赖崇拜，藏独运动就会逐步消沉，即便渴望中国分裂的西方人权卫士也无可奈何。

至于在印度、尼泊尔的十几万流亡藏人，最好让他们呆在原地自求多福。他们现在主要靠西方人权卫士养活（目的是利用他们分裂中国），除了高喊自由民主人权独立外，没有什么学问与技术。如果让他们回西藏，中国政府就必须用全国人民的血汗包养他们，而这帮大少爷还会嫌政府招待不周，没有让他们像好莱坞电影里的美国人一样家家有豪宅、人人有名车、夜夜进夜总会，他们就会动不动高喊独立打砸抢烧杀，政府岂不是自讨苦吃吗？

达赖集团又在“拉大旗做虎皮”

日前，十四世达赖集团所谓政治头目在接受美国媒体采访时称，美国总统特朗普刚刚在外访中访问了伊期兰教、犹太教和基督教等三大宗教的圣地，现在剩下的还有佛教。他说“达赖喇嘛是世界上最著名的佛教领袖”，特朗普与“最著名的佛教领袖会晤”完全符合逻辑。达赖集团真会粉饰自己，一下就把其急切的“拉大旗做虎皮”的政治需求，说成“天经地义”的了。

十四世达赖集团是代表旧西藏政教合一封建农奴主阶级残余势力、受国际敌对势力支持和利用、破坏西藏和四省藏区发展稳定、图谋“西藏独立”的分裂主义政治集团。
2011
年，为摆脱“政教合一”的指责，达赖集团上演了一出“达赖政治退休”的闹剧，推出了这位所谓政治头目。十四世达赖由前台退到了幕后，成为打着宗教旗号从事政治活动的政客。近年来，这位头目为了巩固权位，时不时挖挖达赖的墙脚，动辄被达赖叫去训斥一顿，让他明白谁才是真正的“头儿”。因此，他不时会相当知趣地猛吹达赖一通。

自从1959年离开西藏以后，达赖集团寄人篱下，仰人鼻息，依靠国际敌对势力生存。几十年来，特别是上世纪80
年代以来，国际敌对势力出于对华战略考虑，不断抬高十四世达赖和达赖集团地位，借此给中国政府施加压力，借以谋取利益。1987年9
月，美国国会为十四世达赖提供讲台，他首次提出了解决所谓“西藏问题”的“五点声明”。1988
年他又在欧洲议会所在地法国斯特拉斯堡进一步提出“七点新建议”。二者构成其“中间道路”的主要内容。1989
年，达赖获“诺贝尔和平奖”，声望被西方政客捧至最高点。

十四世达赖和分裂分子们，为了获得反华势力的垂青，使尽浑身解数，甘做走狗。由于被西藏人民抛弃，流亡海外，自身实力极其有限，为了争取更多支持，达赖集团千方百计自抬身价，处处以西藏人民的代言人自居，游走于各种国际场合，欺骗世人。为了使骗局更加逼真，他们刻意歪曲西藏自古以来是中国一部分的历史事实，大肆抹黑中央对西藏政策，抹黑西藏和四省藏区社会现实，制造各种谣言，危言耸听，吸引国际关注。其常用宣传伎俩之一，就是紧贴热点，追逐焦点，千方百计占据舆论中心地位。

在“五点声明”和“七点新建议”中，达赖把当时各国关注的“核问题”放在突出地位，主张把青藏高原打造成“无核区”。西方大力推行“人权外交”时，达赖处处不忘谈“人权”“民主”，大谈“宗教自由”。当环境问题成为世人关注焦点时，包括其新头目在内的分裂分子们开始把西藏的环境问题时时挂在口边。此外还有
 
“少数人权益问题”等。

随着中国综合国力上升和国际地位的不断提高，国外敌对势力利用涉藏因素牵制中国变得越来越难。在中国和有关国家关系交往中，涉藏因素被提及的次数越来越少。在国际场合，所谓“西藏问题”对一些西方国家变得越来越像“食之无味”的“鸡肋”，随时可被抛弃。国际反华势力和达赖集团看在眼里，急在心里。十四世达赖不顾年纪老迈，窜访更加频繁；其他分裂分子也是活动不断，猛刷存在感。这次其头目所言，正是心中所思，急切之情，溢于言表。

世人早已认清十四世达赖及达赖集团的真实面目，而达赖集团所谓政治头目却仍将达赖抬高到与世界三大宗教领袖比肩，实在可笑。
