Attachment problems in OWA

I thought I'd seen this problem addressed but can't find it in the archives, nor 
Technet, nor slipstick.com:

Exch2K, SP2 in AD network -- accesing OWA using IE, various flavors but mostly 
IE5.5SP2.

Attachments get to/from their destinations fine.  However, the process of opening 
attachments is inconsistent; even just a Word attachment, sometimes it just opens, 
sometimes you're required to right-click and save it, but even doing that, sometimes 
there's an 'Open' menu option and you can just tell it to open and it will.  Other 
times not.  If there's a switch or control to settle this down, I've not found it yet.

When did this problem start occuring?
How long has the system been in production?
Are you running any A/V software on the system?
Are the recipients that strip the attachments the same everytime versus
the one's that do not strip the attachments?

Hi Guys,

Exchange 5.5 SP4 on 2000 Adv Srvr.

Our outgoing attachments are not received on external recipient machines. 
If I send an e-mail with a .doc attachment to Hotmail it comes up as
attach3  When sending to other companies some receive the attachments no
problem and with others the attachment is stripped completely.

Our IMS settings:

Attachments Outbound:
MIME
Plain Text

Any ideas as to how to fix this?

What does the archive of the outbound message show? MS-TNEF mayhaps? (IMS
Properties:Diagnostics:Message Archiving: Maximum, will be stored in
\imcdata\out\archive)
