My understanding is that the document is only there to show what the
rule set is. Everything I could find says that Outlook does not actually
use the document to process the rule set. What they recommended was that
if the built in rules did not meet your needs, that you should disable
the built in feature and make your own rules.

If you've got it working by modifying filters.txt, please let me know.
I'm really curious.

I think that under Outlook 98 editing filters.txt may have changed the
filter, but by the time 2000 rolled around that was no longer the case.

You sure? There was a point in the dim past when you could download an updated version 
of filters.txt from the MS website, with the idea that you'd be updating the actual 
filter. Of course, they may have been counting on the placebo effect...
