Start outlook in offline mode - it shouldn't try to connect and therefore won't find 
out/know about the server side rules.

Look at  export the rules.

Reconnect on online mode, select 'keep server'.

Look at  export those rules.

Decide what you want to keep.

Oh, I've never tried this, but I *think* it'll work.
