Try running the KCC[1].  
Can you post to this folder you can't delete?  Can you move it to under your
Inbox?

I believe that Public Folder permissions may be subject to the two hour
propagation rule. Have you tried to delete it since you originally posted
(well over two hours ago)?

I don't need to restore it.  What happened is when he moved it made a second
folder and put a one after it.  All I need to do is delete this folder.  I
gave my self owner privileges and tried to delete it but I get the error may
not have appropriate privileges see owner or administrator.  I in trying to
delete this through exchange I can click on the folder but the delete icon
is disabled.

If the dumpsteralwayson reg hack has been applied AND you have Deleted item
retention time enabled on the Public folders you can restore the moved
folder

I only have one exchange server.  I did figure out that this 
folder came
about because a user dragged a folder from Folder list to 
the outlook bar
(Short cut) Outlook 2000.  I went and deleted the short cut 
from the outlook
bar.  Still nothing.
