I added the IP where it says Hosts and Clients with these IP addresses
I also have the Hosts and Clients that successfully authenticate enabled



 Did you add the IP as allowed or restricted?
 
 There is a whitepaper on MS' site on the IMS and relaying.

  file on the client (Purchasing Net Server).

On the page where you added the IP address, did you enable relaying? Select
the radio button next to Reroute incoming SMTP mail (required for PO3/IMAP4
support) on the Routing tab of your IMS properties page.

Did you make the change on the Exchange Server with IMS?  If you make the
change on another Exchange Server and stop/restart IMS, there's a good
chance that you restart the service without the information replicate to the
server with IMS, hence your IMS working with old config.

Well, assuming that your question is why doesn't it, it could be a variety
of things.

How is the application supposed to get access to the exchange server?  Is
the IP address hardcoded into a setting?  What kind of firewall do you have?
What kind of RAS setup do you have?
