intercept chown()/fchown() failure and emit a pointer to the bugreport.
closes 2391

in a specific nfs setup we experienced a failing chown(). as it is not
clear, whether this was due to a misconfiguration or if this may happen in
other environments too, we behave as usual (abort the operation), but
issue a main_log and panic_log entry pointing to this bugreport.

Finally it turned out to be an unfortunate NFS setup. The symptoms are
"Operation not permitted" in response to Exim's attempt to chown() freshly
created files.

Normally this chown() is not necessary, as Exim runs as
: and created files implictly belong to this user:group.
 But in some scenarios (sgid bit on a directory) the ownership of a created
file might differ from Exim's expectation.

Commit b66fecb428871a3eb274d9370671f1eaf8c5ccec introduces (disabled) code that
can serve as a workaround, if necessary.
