  chmod +x filename

What kind of cgi is it ? 

If it's some kind of script (either Shell or Perl) just check out if the
'#!' first line of your script points to the right interpreter.

 I have several cgi files but a new one we just put into the directory wont
 run.  when you try to run it, the system says file not found
 Whats up?

You haven't been paying attention to the list. I just gave a very long
explanation of this for someone else two days ago.
Search http://dejanews.com for subject "Perl scripts won't work???".

The short answer is that you are trying to execute a dos/win file.

My guess is that the execute bit on the script is not set. In the your
cgi directory, run:

chmod +x filename
