Obama is playing a different strategy with Putin. Obama are and the NATO
allies are threatening Russia with sanctions which would hurt most of the
people of Russia. And, Putin can't do anything about it other than trade its
goods and services with China. Also, it would be destructive for him to use
arms and weapons. It would only lead to a MAD policy which could annihilate
the entire planet.
In the end, China would come out ahead since it can trade with everyone in the
world including the US and the rest of the NATO member countries.

In the game of poker you get five cards and then you get to discard two
and draw two more. The objective is to wager that your opponent has a
weaker hand than you do, but the odds are not in your favor when you are
dealing with a fresh deck. So, sometimes you have to resort to
subterfuge or have faith in the luck of the draw.
In the game of chess the objective is to maneuvers one's pieces to
acquire an advantage over your opponent, eliminating only those "enemy"
pieces necessary to secure one's own advantageous position - while
counter acting against the opponents maneuvers. The final objective is
to place the opponent's leader (the king) into such a position that
his/her/it's defeat is absolute and final.
Ukraine, Moldova and Lithuania are all well covered by the opponent's
knights and rooks. Finland must not stand between the kings. It's a game
of chess being played on Russia's table and the American king is far,
far away. As in chess, after sufficient pieces drop into Russia's hands,
a stalemate becomes the logical outcome.
So, What could the opponent king do? Kick over the table? Not likely.
Putin is playing chess. Obama is playing poker - Obama is the one doing
the bluffing. It's the difference between poker and chess.
