This is a good topic. One of the Jewish rabbis on the internet said that God allowed evil to exist in order to giver human beings the free will to choose between good and evil. He used the example of Satan being allowed to tempt the first humans to disobey God in the Garden. Since Satan was a fallen angel, he was more than willing to use his leftover powers for this ignoble deed.
