Palin certainly didn't put it very clearly, and she quickly and rather clumsily segued into talking points about other aspects of McCain's policy promises--which is what she probably had been told to do, since the bailout is so highly charged and complicated, and they didn't want to risk her saying anything that would cause trouble. But on blogs and in the MSM, I've seen Palin's response quoted without Couric's question, and then mocked for connecting the bailout to health care--even though Couric had mentioned it specifically in connection with the bailout. Also, just in general, when Palin is quoted from a transcript, the quotes tend to be incompetently punctuated, which makes her responses look much more incoherent than they really are--not that they're brilliantly coherent by any means, but proper punctuation makes a big difference.
