Well, actually she had to change it quite a bit. See
below for what Palin actually said.

Fey's version, with her additions in brackets. She also
left out several bits and mangled Palin's last two
sentences:

Not a word changed from Fey's skit, Barry, um,
meant to say.

Here's what Palin said (with Couric's question
for context):

COURIC: Why isn't it better, Governor Palin, to
spend $700 billion helping middle-class families
struggling with health care, housing, gas and
groceries, allow them to spend more and put more
money into the economy instead of helping these
big financial institutions that played a role in
creating this mess?

PALIN: That's why I say I-- like every American I'm
speaking with, we're ill about this position that we
have been put in, where it is the taxpayers looking
to bail out. But ultimately, what the bailout does is
help those who are concerned about the health care
reform that is needed to help shore up our economy,
helping-- Oh, it's got to be about job creation too,
shoring up our economy and putting it back on the
right track. So health care reform and reducing taxes 
and reining in spending has got to accompany tax
reductions and tax relief for Americans. And trade,
we have got to see trade as opportunity, not as a

In the clip introducing this segment from the
interview, Couric complains about Palin not
being responsive, but in fact her answer *was*
directly responsive to Couric's question: if
we don't do the bailout, we aren't going to be
able to help families struggling with health
care and the other everyday expenses Couric was
asking about.

Palin certainly didn't put it very clearly, and
she quickly and rather clumsily segued into
talking points about other aspects of McCain's
policy promises--which is what she probably had
been told to do, since the bailout is so highly
charged and complicated, and they didn't want to
risk her saying anything that would cause trouble.

But on blogs and in the MSM, I've seen Palin's
response quoted without Couric's question, and
then mocked for connecting the bailout to health
care--even though Couric had mentioned it
specifically in connection with the bailout.

Also, just in general, when Palin is quoted from
a transcript, the quotes tend to be incompetently
punctuated, which makes her responses look much
more incoherent than they really are--not that
they're brilliantly coherent by any means, but
proper punctuation makes a big difference.

didn't tell the truth when he said it was taken
from Palin's response to Couric verbatim.
