The fountain is solar powered, and I set it for its max of 4 hours a day, but I
cannot keep the water surface agitated all day, to prevent the egg laying.

Good one, but couldn't you have made the water turbid enough with a bigger
splash factor like spraying water features or other way to keep the water
moving?
