fontconfig-2.5.0 has been in rawhide for a good while now,
so guess this can be closed.

can fonts use /etc/fonts/conf.avail ?

I see all the files in /etc/fonts/conf.avail/ on my box are owned by 
fontconfig.  Is it allowed for font packages to put config files there, 
or is it reserved only for fontconfig?

I think it's Ok.  I don't see any reason not to.
