I just tested with QT:
Both files with 10fps and high bitrate and files with 65fps with low 
bitrate are detected and played back correctly.

So afaict, the patch is correct.

I don't know if that's true or not (it absolutely may be) 
but if you want to keep the framerates, please fix them.

I cannot maintain them and currently, they serve no 
purpose except to puzzle users-
