I forgot that's the current base, so no changes apart from maybe
set_pix_fmt in libvpxdec. We can leave 1.3.0 support for another cycle
if everyone thinks it's important to cover the system libvpx + tip of
tree ffmpeg case.

Apparently so [1]. Going to 1.3.0 would still net a few cleanups.
