Assuming the note you are dealing with in the measure is a quarter
note. Try this:

1) Create a tuplet, two quarter notes in the space of one quarter
note.

2) Create a tie between the two quarter notes

3) In special tools, use the note-mover to the second note of the
tuplet to exactly overlay the first note.

4) Use the tie-tool of special tools to move the tie from so that
fits in the desired position.

My preliminary test suggests this should give you exactly what you
want, though I've not yet tested this exhaustively.

I'm pretty sure that's right, Johannes. The feature was probably
implemented specifically to deal with second ending situations like
this, and it didn't occur to the programmers that there might be other
situations in which it might be useful. I know I'm nit picking, but
perhaps this is more shortsighted than illogical.

I could never understand why this feature was not extended to always
work, there are many other situations where it would be useful.

Oh well, Finale never did behave in a logical way, did it?

If the two notes aren't in the same layer, the tie won't try to
appear on the note in the following measure.

Assuming you aren't already using all four layers, I would suggest
you make the note where you have the pulled-backward tie in some
unused layer. If necessary, you can leave the note in its normal
layer but make an extra copy of the same note in the extra layer so
that it overwrites it in the exact same place (removing stem and
flags if necessary) and use the extra note just for attaching the tie
to.

(I'm pretty sure there's also a way to make the second-ending tie
behave properly, but this is my more general kludge for odd tie
situations.)
