Ryan, This is a limitation of Finale. Whatever value you give for minimum measure width, Finale gives as much space for the default whole measure rest as it would for a whole note. However, you can remedy this with Jari's plug-in: JW Space Empty Rests (hey, why didn't he tell you that?). I've tried that. Even with a minimum width of 1 space the empty measures are still wider than adjacent measures with music in them.
