Not. You only use flash to create a vector graphic, but not code on flash, all code is in flex. The same for example if you user photoshop to create jpeg and use this jpeg on flex. I do website with flex, flex builder is a best IDE thant Flash IDE. And using flex is more easy to do somethings, and one good thing for me it is less code lines.
